You do not have to buy out when you miss twice. Just change weight classes and it will drop the title. Then you can move back if you like.

If you are inactive for 1 game year your contract is done with whatever org you are in at the time. The game will NEVER strip you of a title unless you wait the whole game year and you get released from your contract. Common courtesy to other players is when you miss weight 2 times in a row you should BUY OUT your contract so other people can have a chance at the title.
