This is in the Game Tips section: "You will notice fighters within the org will be highlighted,showing you what fighter currently has the longest win streak within the division. This is only a starting point to determine #1 contender,so you might want to check a fighters record to determine if the highlighted fighter is actually the right choice. You can use the quality of wins to determine the #1 contender over longest win streak if there is a big difference between the opponents ranks.

title shots are generally given to the highest ranked fighter with the best streak in the org. i didn't even check the "top prospects" thing and honestly i dont think that should even matter. that's really all it boils down to. if your guy had some wins already in the org id have probably accepted but at the time he didn't. it's that simple

I sent a challenge to Amzi Goldhirsch who is the actual #1 contender yesterday but he did not accept so I took the fight with the #2 guy this reset. I am most likely going to send the challenge to Amzi Goldhirsch again next reset

Your fighter doesn't have a win in the org yet. Generally speaking you need to be on a streak in the current org. The guys I've accepted have had the longer/better win streaks within the org.
